President John Dramani Mahama has appointed Anthony Kwasi Sarpong as the Acting Commissioner-General of the Ghana Revenue Authority (GRA) effective January 21. Mr. Sarpong until his appointment was the Senior Partner at international audit firm, KPMG in Ghana.
The appointment comes at a time when the government is seeking to streamline tax policies and improve revenue mobilization.
The government is advancing plans to abolish specific taxes, signalling a bid to alleviate financial burdens on businesses and consumers. This decision, however, places increased pressure on the GRA to identify and implement innovative measures to offset the anticipated revenue shortfall.
Mr. Sarpong’s mandate as Acting Commissioner-General includes devising strategies to expand the tax net, combat tax evasion, and enhance collection efficiency.
His appointment under Article 195(1) of the Constitution and Section 13(1) of the Ghana Revenue Act, 2009 (Act 791), underscores the importance of a robust revenue administration to support government expenditure amidst evolving fiscal policies.
As Ghana grapples with the delicate task of balancing fiscal needs and public sentiment, the appointment of Anthony Kwasi Sarpong as Acting Commissioner-General of the Ghana Revenue Authority (GRA) comes at a critical time. The dual challenge of increasing government revenue while simultaneously easing tax burdens will test Mr. Sarpong’s strategic acumen.
Can the Acting Commissioner implement innovative measures to expand the tax base and improve compliance? And will these efforts sufficiently offset potential losses from the proposed tax cuts? These questions define the stakes of his new role and its potential impact on Ghana’s economic stability.
The success of this initiative will rely on balancing reform objectives with ensuring sufficient funds for critical public services. However with the years of experience and corporate discipline acquired working with KPMG, many expect Mr. Sarpong bring his expertise to bear on the operations of the tax authority.
